WASHINGTON (Reuters) - Republicans in the House of Representatives US wants to create jobs by killing regulations on business and pass tax cuts for small businesses and government contractors, said Majority Leader Eric Cantor, the Monday.
The initiative aims to reduce the persistently high unemployment rate of 9.1 percent - the main concern of voters for presidential elections next year.
Democrats were more critical of Republicans to focus on public spending decreases, even at the expense of employment, since taking control of the House eight months ago.
The house seems certain to gather enough votes to kill the 10 environmental and labor regulations led by Republicans, but the effort is likely to be blunted in the Senate, controlled by Democrats.
A Republican tax proposals would give small businesses a deduction equal to 20 percent of their income. Cantor said it would release funds for these companies to hire new employees and invest in their businesses.
Cantor gave no details about the lost income if its proposal, which was introduced a year ago, became law.
"Super Committee", which is due to convene on Sept. 16, is expected to examine in general the fiscal policy of the United States and whether more income can be found to reduce the federal budget deficit.
The Republican leader also said he will seek the repeal of a House plan to 3 percent withholding tax should begin in 2013. To discourage tax evasion, withholding government contracts are with companies from more than 100 million dollars.
Billions of dollars are lost by contractors who do not respect the tax laws, according to government estimates. But the new law will lead to "cash flow interference potentially dangerous for contractors and subcontractors in all areas," said Cantor.
JOB should dominate the debate
Congress in the battle over how best to create jobs is likely to dominate the discussion on Capitol Hill in 2011 and the rest the following year.
"It is essential that the House continue to focus on the jobs crisis," Cantor wrote in a memo to his Republican colleagues in preparation for the return of Congress next week of their summer vacation. The memo was widely distributed to journalists.
"By pursuing a regular elimination of regulations that destroy jobs, we can help lift the cloud of uncertainty hanging over employers in small and large businesses, allowing them to hire more workers," said Cantor.
While proponents say the rules are crucial steps to ensure clean air and water, a safe and secure environment for consumer goods, Republicans complain that they cost jobs.
Senator Charles Schumer, a member of the Democratic leadership accused the Republicans of playing politics and not do what is necessary to help the fragile economy of the United States.
"When you stop, even common-sense measures, such as running payroll cut middle class, it is clear the Republicans are just now putting forth our policy of economic recovery," Schumer said in response to known Cantor.
"Their agenda seems to cover just prevents any growth proposals need to make a difference," said Schumer.
Cantor, instead of trying to undo what he calls the "Top 10 jobs through the destruction of the provisions" in one fell swoop, he plans to stage votes on a weekly basis during the coming months, each of the rules - to give Republicans the opportunity to keep the discussion alive longer.
The regulations include those made by the Labour Relations Board and the National Environmental Protection Agency, the favorite target of Republicans and the business community.
